Overview of Pakistan operation

Pakistan is among the largest refugee-hosting countries globally, showing remarkable generosity for over 40 years to those in search of safety. As a result of previous waves of displacement, second and third generation of Afghans are living in protracted displacement, with Pakistan providing refuge to some 1.35 million registered Afghan women, children and men. The Government of Pakistan estimates a further 600,000 have sought refuge since the events of 2021 in neighbouring Afghanistan.
UNHCR works closely with the Government of Pakistan, UN agencies, humanitarian and development organizations, as well as civil society to provide protection and assistance to refugees and support host communities. This includes enhancing social cohesion and contributing to a better access to health services, education, and livelihoods opportunities. UNHCR also supports Voluntary Repatriation of registered Afghan refugees who make a fully informed decision to return to their country of origin. The Solution Strategy for the Afghan Refugees (SSAR) guides the strategic direction of refugee programming in Pakistan, working with the Government of Pakistan and the international community to maximize opportunities for durable solutions.
