ICGLR member States have demonstrated strong commitments to end statelessness by 2024, adopting the Brazzaville Declaration in 2017 and subsequently the Consolidated Action Plan on Eradication of Statelessness in the Great Lakes Region, in 2020. With this robust regional policy framework, the ICGLR Secretariat supported by UNHCR plays a vital catalyst role to advance progress among Member States to eradicate statelessness and ensure that the SDG Target 16.9 on access to legal identity documentation for all becomes a reality for stateless persons and groups at-risk including refugees particularly those in protracted situations in the Great Lakes.
